CPA Allen Alternative. The bill is a stack of rates.

A home bill in Allen feels like one number. It is a school, a city, a county, and a college.

Most of the bill is the school

The city describes a home bill in which Allen ISD is about 64 percent of the rate, the city about 23 percent, Collin County about 8 percent, and Collin College about 5 percent. Owners feel the total and argue with the city, because the city is the name on the water tower. The mix says the school line is the heavy one. We still read every line, because a business that owns real property or personal property can be surprised by a different mix than a homestead.

For fiscal year 2025 to 2026 the city property tax rate is 41.54 cents per 100 dollars of taxable value. The Comptroller's school figures for 2025 list Allen ISD at 1.1258 per 100 dollars, with maintenance and operations at 0.7358 and interest and sinking at 0.39. About 93 percent of the census blocks in the city sit in Allen ISD. A thin edge sits in Plano ISD or Lovejoy ISD. If your building is on that edge, the bill in your hand is the authority, not a citywide average we liked the sound of.

Who values, who bills, what you can still do

The Collin Central Appraisal District sets the values. The Collin County tax office sends the bill. Those are different offices in the civic sense and we will not pretend they are one counter. Business personal property has to be listed with the district by 15 April. Put the request in writing and the appraisal district can accept the list on the May date instead. A protest of a real property value is generally due 15 May. None of those dates is the city sales tax 20th, and none of them is the franchise report, even when the franchise report also falls on 15 May.

The city offers a 5 percent homestead exemption on a qualifying home. That exemption does not apply itself to a rental you hold in a company, and it does not lower the sales tax on the supplies you bought to repair it. We keep property tax and sales tax in separate conversations so a saving on one does not get narrated as a saving on the other. The cash still leaves the same bank. The returns do not.

How the bill shows up in the books

Property tax sits apart from sales tax and apart from payroll. For a rental or a building the company uses, it is an expense or a prepaid, spread across the year the bill covers, matched to the closed months. We want the bill, the exemption math, and the payment in the working papers. A single check coded to miscellaneous tax is how a later return loses the deduction or takes it twice. Twice is a favorite error because the escrow and the true up both feel like the tax.

If you escrow with a lender, the lender's analysis and the appraisal district's value can disagree, and your books can disagree with both. We pick the assessment and the ordinance calendar as the facts, and we treat the escrow as a balance sheet account that has to reconcile. The year of the expense follows the period of the tax, not the day the escrow felt high.

A neighbor's feeling, and the work beside it

People in Allen are proud of the school on that bill. One high school for a city past 110,000 people is a fact the town repeats, and we understand why. The pride does not name the city line, the county line, or the college line that sit beside the school. When we sit with an owner, we can talk about the Friday lights and still read every line on the bill in their hand. Both belong in the same hour. The school line is the heavy one, and the rest of the bill still gets its names.

If a notice looks wrong, the protest window is the tool, and it has a date. We will help you gather the cost records and the rent roll that make a protest specific. We will not promise an outcome. The district decides. Your books then record what was decided, not what you hoped on the drive home.
