The rule we use for a picture
.How a picture is allowed onto a page
Each photograph is either a neutral object or a kind of place that could sit in this county. One file is used once. A landmark from another city is never asked to play this one. The list under this note gives the file, the author, and the license.
A missing credit, or a picture that fights the sentence next to it, is a phone call. The footer number is enough, and the file comes down.
