CPA Allen Alternative. One rate, three local names.

A receipt can print 8.25 percent and still owe the books a clearer sentence.

Ask about a receipt.

Start with a Saturday, then unblend it

An owner spreads a Saturday receipt on the kitchen table and still cannot say which piece of 8.25 percent belongs to which name. The number on the tape is real. The state portion is 6.25 percent and the city portion is 2 percent. There is no county sales tax on top, and the city is not in a transit authority, so the local piece stays local. Inside the 2 percent, a half percent is the 4A economic development corporation, a half percent is the 4B community development corporation, and 1 percent is the city general fund. Local code 2043072 is the Comptroller's name for the city. File the 20th from the blended line and the penalty is a return that guesses. The fix is the posting. The receipt will never print all of that. The liability accounts can, and the month stays open until they do.

Unblending is not a literary exercise. It is a posting. Taxable sales, exempt sales, tax collected, and the local split. When a point of sale dumps one tax line into one liability account, the 20th becomes a translation project. Translation projects get done late and wrong. We would rather fix the posting in the close, while the Saturday is still recent enough that you remember the odd tender.

What the books should be able to answer

Which sales were taxable. Which were exempt, and where the certificate is. How much of the tax collected is the state's. How much is the city's, and how that city piece maps to the three names. Whether use tax belongs on a purchase that never showed a local rate because the vendor was elsewhere. Whether a deposit from a platform is gross of tax or net of tax and fees. A month that can answer those is a month we will call closed. A month that can only say 8.25 is a month that still needs a Saturday afternoon.

The same unblending applies if the sale was not a shop at all. A contractor who buys materials for a job in Allen, a company that ships from somewhere else into the city, a temporary booth at a weekend event. The rate may match. The paperwork will not. We ask where the job was and who the seller of record was before we let a combined rate do the thinking.

Why this changes the return you actually feel

Income tax does not have a line called 4A. It has revenue, and revenue that still contains tax collected is overstated. A year of overstated revenue produces a year of overstated profit and a confident estimate that the bank cannot fund. Owners experience that as the tax being unfair. Often the tax is a faithful reading of an unfaithful sales number. Unblending the receipt is how the reading gets fair. We do it every month so March is not the first time anyone tries.

If your software cannot store the split, a worksheet in the working papers can, as long as it ties to the filing and to the bank. We are not religious about the brand of the software. We are religious about the tie. A spreadsheet that ties beats a fancy file that blends. You should be able to open either one and see the three local names without us narrating them.

Bring one receipt

If you want to see whether this is your problem, bring one receipt and the account it was posted to. We can usually tell in a few minutes whether the local tax has a name. That look is part of the first call, and the call is not an engagement. If the name is missing, the next close is where we put it back. If the name is already there, we will say that too, and we will look for a different piece that is actually unnamed.

A Saturday crowd at Watters Creek does not change the arithmetic. Fifty two acres, a creek, and a long row of shops can all wear one combined rate on the tape. The shops do not all share one seller, and a landlord, a tenant, and a kiosk can owe different filings out of the same walk. We ask who sold the item before we ask what the tape printed. The tape is the clue. The seller is the return.

Once the posting is split, the 20th is almost dull. Dull is the result we want. You should be able to read the liability, compare it to the draft filing, and pay it without a meeting. The meeting is for the month the comparison fails. We will take that meeting. We will not take a standing meeting whose only purpose is to re explain 8.25 percent.

We close the month, set up payroll, prepare the statements, and prepare the return. An audit, a review, or a compilation is signed by a firm that is allowed to put that cover on.
